Nice idea. I think there should be safe amount to take that won't cause any withdrawal effects. If you take 250 (what is the unit?) /day for example. Also if you use too much(maybe 20 times in a week)you should get permanent(a month) -10% debuff...

IMO the acceleration to 75% of max speed untill warp is initiated should be changed. It causes some problems with speed altering modules. Time to initiate warp should be something like 15seconds/warp speed. So a cruiser would warp in less than 4se...
